I've just updated the TransData utility to enable extracting resources (.xml and images) from the Transcendence.tdb file.
Download TransData 1.1 at:
http://www.neurohack.com/transcendence/Downloads.html
To invoke, use the /decompile switch
transdata /decompile
This will extract the files from the Transcendence.tdb file. Note: This will overwrite files in the directory. If you have a modded Transcendence.xml file in the same directory, it will get overwritten.

My guess would be: Because they change every five minutes, and providing a decompresser is way easier and more reliable. The facility could do with being a little more prominently mentioned, though. Adding it to this forum's FAQ would be good, f'rinstance.
Just humbly requesting that the TransData Utility page be updated to include this information. If you're not 100% familiar with command prompts, TransData is a bit tricky to figure out. However, the documentation tells you exactly how it's used. Put it in the same folder with Transc. and open your command prompt. Change directory to the folder that it's in and execute the decompile command. If you don't want to go through the trouble, just go to the mod site, head to the Transcendence section and download the resources.
