I don't get the first of the military missions

The one patrolling the stargates. Do you simply have to go back to the first system and return?

No. Follow the green arrow on your screen...it'll take you to a nav beacon, a stargate, another stargete, another nav beacon, then back to the fortress.

All the while getting shot at by marauders. :)

Nope.

Now I have no arrows but the station tells me to get back to the mission when I return.

ok, just go to the other stargate, and then aim yourself perfectly at the militia station, and about half way through you should see another nav beacon; you should then head back to the militia station and it should complete the mission

So long as you recon all of the items overlapping with the correct order, you can complete the mission

You aren't supposed to go through the stargates, just fly by them. They want to patrol the in-system shipping lanes.
If you drop a bar of soap on the ground, is it dirty?
If a person is legally blind, and can suddenly see, is he breaking the law?
